Parsons is coming off a monster senior season Harrisburg. The 6-foot-3, 235-pound star rushed for 1,239 yards and 27 touchdowns while tallying 55 tackles, 17.5 tackles for loss and 9.5 sacks.
His efforts helped the Cougars go 11-1 and reach the Class 5A state playoffs.
Georgia, Nebraska, Ohio State and Oklahoma were among the prominent players in Parsons' recruitment before he settled on Penn State.
